Tim Rasmussen, Board Chair

Tim Rasmussen serves as an International Trade Service Consultant for Umpqua Bank. He has been with Sterling since 2010 and is based in Seattle. Tim’s experience covers International Sales, Trade Operations, Foreign Exchange and Retail Banking.

Tim has more than 30 years of experience in banking, working for JP Morgan Chase, Washington Mutual, Sakura Bank, First Interstate Bank, Dresdner Bank and HSBC.

Tim is a past Chairman of the Northwest Committee on Letters of Credit, and was a national representative for the IFSA Letter of Credit Committee. Currently Tim serves on the BAFT-IFSA National Trade Finance Committee.

Tim is a graduate of the University of Washington-Seattle with a BA in Economics.

Mark Calhoon

Mark Calhoon is Senior Managing Director with the Washington State Department of Commerce’s International Trade and Economic Development Division. He manages Commerce’s network of foreign representatives, which provide coverage in over 30 countries, and a team of five international business development managers based in Seattle.

In addition to representing Commerce on the board of the Export Finance Assistance Center, he also serves on the board of the Washington State China Relations Council, the Japan America Society of Washington State and the Trade Development Alliance of Greater Seattle.

Rita E. Dillon, Treasurer

Rita Dillon serves as the commercial products manager for Banner Bank’s specialty banking and capital markets activities. The range of products and services includes government guaranteed lending programs, such as SBA and Export-Import Bank programs, Asset Based Lending, Trade Finance, Treasury Management, Syndications, and Interest Rate Hedging.

Rita has more than 25 years of banking experience, including national accounts at J.P. Morgan in New York, middle market banking at Seafirst and Bank of America in Seattle, and community business banking at Bank of Bellevue and HomeStreet Bank, prior to joining Banner Bank in 2011. Rita is a graduate of Georgetown University with dual degrees in Finance and International Management.

John Matthews

Vice President, Chief Risk Officer
Boeing Capital Corporation

John Matthews is vice president and chief risk officer of Boeing Capital Corporation (BCC), a wholly-owned Boeing subsidiary that is primarily responsible for arranging, structuring and providing financing for Boeing’s commercial airplane, space and defense products. He was appointed to this role in July 2015. In this role, Matthews is responsible for structuring, analysis and pricing of new aircraft financing transactions, evaluation of the income volatility and capital requirements of the existing portfolio, credit reviews for all existing or potential customers and valuation of aircraft. Matthews serves on BCC’s investment and disclosure committees and chairs the risk management committee.

Previously, Matthews was managing director of the North America, Latin America and Caribbean region for Customer Finance at BCC, where he led a team responsible for arranging, structuring and providing financing for Boeing’s commercial products and services. Prior to that, Matthews held a number of senior positions within BCC, including managing director of the Middle East, Africa and South Asia region and managing director of financial operations.

Matthews joined BCC from Pratt & Whitney, where he was assistant vice president in the company’s treasury organization. Prior to joining Pratt & Whitney, Matthews served with the aircraft financing groups of both McDonnell Douglas Finance Corp. and PacificCorp Financial Services, as well as the financial analysis group of American Airlines.

Matthews graduated with honors from the U.S. Naval Academy in 1979 with a bachelor’s degree in aerospace engineering. He then served as an officer in the U.S. Navy aboard nuclear-powered submarines. He earned his master’s degree in business administration (finance) from Harvard Business School in Born in Norfolk, Virginia, Matthews lives with his wife, Jackie, and children in the Puget Sound region of Washington state.

Sue Mayer

Co-Owner
Concut Inc

Co-owner (with husband, Jim) of Concut, Inc., a diamond tool manufacturer in Kent, Washington. The company was established in 1946 and purchased by the Mayers in 2000.

Sue is responsible for Concut’s marketing efforts and corresponds to her experience in marketing with the UC Davis Medical Center and The Cleveland Clinic.

She is a Trustee and Board Treasurer for the Charles Wright Academy in Tacoma and is a Court Appointed Special Advocate (CASA) for children in Pierce County.

Sue holds a BA in Economics from the University of California, Davis and an MBA for the Harvard Business School.

Stan Sorscher

Labor Representative
Society of Professional Engineering Employees in Aerospace

Stan Sorscher is Labor Representative at SPEEA, a union representing scientists, engineers, pilots, technical and professional employees in the aerospace industry. He has been with SPEEA since 2000.

Stan is a President of the Washington Fair Trade Coalition, and represents organized labor on the Puget Sound Regional Council Economic Development District Board. Governor Christine Gregoire appointed Stan to the Washington Council on Aerospace, in 2009. Stan represents SPEEA at the Puget Sound Health Alliance.

From 1980 to 2000, Stan worked as a physicist at Boeing, analyzing noise sources and sound levels in and around airplanes, and designing and building optical, ultrasonic, and X-ray imaging systems for inspection of materials and assemblies.

Stan has a BS in Physics from the University of Michigan, and a PhD in physics from UC Berkeley. Stan and his wife have lived in Seattle for 30 years.
